Heres a 20MB M2M Data SIM card.  It has a relatively small data bundle and works all over Europe on multiple networks. This means that you get the best of both worlds; a fixed cost per month and maximum network coverage.  This 2G and 3G SIM is ideal for those M2M applications and devices that are used regularly and use more than a few Megs of data per month.

NOTE: Currently this SIM is activated with 20MB per month for 12 months.  You will need to create an account to manage and activate your SIM

The card provided already has a balance for 12 months (20MB per month, enough for normal use) from the moment the user instants the SIM card in the tracker, after 12 months the user receives an email to proceed with the 35€ charge for the following year, the non-renewal of the annuity means that you cannot follow the vehicle, so you must pay attention to this step.
